Activity in 2009-2012

Internationally

The President of the RPSDH has been fully engaged in communication with the International Federation of Dental Hygienists since 2009. Two Presidents of the IFDH visited Russia. Ms. Marjolijn Hovius, Director of a European School of Dental Hygiene, visited Moscow in September 2009 for an international conference. She presented a report on training of dental hygienists in Europe and worldwide, education standards on Competency-based Modular Training. Ms. Maria Perno Goldie, IFDH President, was a speaker at an International Conference in Moscow in September 2011. Leadership master-classes were held in professional societies. 500 people took part at the conferences. The RPSDH always makes statements and presents reports in the forum of CIS dentists, maintained section “Prevention of Oral Disease and Pediatric Dentistry”. The RPSDH successfully collaborates with dental hygienists from Ukraine, Belorus and Kazakhstan.

Nationally

Non-profit Partnership PROFESSIONAL SOCIETY OF DENTAL HYGIENISTS (RPSDH) was registered in 2010 to approach specialists individually, to draw members to the professional society. Official webpage www.gigienist.ru was developed. The RSPDH has 170 members at the moment. There are 24 schools of dental hygiene in Russian secondary and higher education institutions. According to our data there are currently about 3000 specialists in Russia. Meetings of Dental Hygienists with 300-400 participants are held biannually. The Fifth Meeting of Dental Hygienists was held on September 19, 2012. Scientific program included presentations of speakers from Holland and Germany as well as of Russian colleagues – leaders in profession.

Oral Disease Prevention programs in schools and kindergartens were realized with support of the RPSDH. Publication of the results in the scientific journals and their inclusion in PhD thesis in 2010 at the Central Research Institute of Dental and Maxillofacial Surgery promoted the profession of Dental Hygienist at the organizational level.

Developed in cooperation with Professor Vagner and Dr. Shevchenko, guidelines for dental hygienists were published in 2012 and were presented to the Presidents of Regional Dental Associations as well as to all members of the RPSDH. They were favorably reviewed by both managers and practitioners. Activity report of the Section “Association of Dental Hygienists” was presented to the Board of the Russian Dental Association in September 2011. Key executives of the RPSDH were chosen to be members of the working group of the Federal Program on Prevention approved by the Board of the Russian Dental Association in April, 2012.

The leaders of the RPSDH took part in the meeting chaired by Professor Maksimovskaya, Chief Pediatric Dentist, and discussed guidelines for the organization of the work of dental hygienist in a Health Center. Prepared materials were accepted for consideration in the Ministry of Health and Social Development.

The RPSDH collected the mail - appeals to the Ministry of Health and Social Development to make amendments to the Chapter “ Job Descriptions for Healthcare Professionals” of the Order #541н dated 23.07.10 “Approval of the Unified Skills Guide for Positions of Managers, Specialists and Non-Manual Workers” which states that the required level of education of the professionals – secondary vocational school graduates with diplomas in “Nursery”, “Dentistry” (baseline level), “Medicine” (baseline level), “Obstetrics” – does not include additional education on the program “Preventive Dentistry”, qualification “Dental hygienist”, to work as dental hygienists.

The RPSDH joined the National Medical Chamber. Dr. Svetlana Shevchenko and Dr. Oles Shevchenko were fully engaged in the panel discussions on proposed law “Fundamentals of Public Health Protection in the Russian Federation” in the State Duma on September 8-9, 2011. Dr. Svetlana Shevchenko had an opportunity to speak in front of the audience on necessary amendments to the proposed law. The RPSDH took part in the All-Russian Public Forum of Health Professionals and in the 2nd meeting of the National Medical Chamber in the framework of the Forum on May 18-19, 2012. Dr. Svetlana Shevchenko spoke from the rostrum and came forward with a proposal to add the point of development and support of the only profession, that helps to prevent oral diseases with the prevalence of 100% in adult population, to the Forum Resolution as one of the criteria of implementation of the Prevention Policy of the new law “Fundamentals of Public Health Protection in the Russian Federation”.

Dental Hygiene Office was organized at the exhibition booth of the Partners at the Dental Show “Dental Expo” in 2010, 2011, 2012 and 2013 where dental hygiene services were rendered and simultaneously commented by speakers – active members of the RPSDH. It drew a great interest and helped to show the work of dental hygienists to the colleagues in a professional way. About 3000 people saw the work of dental hygienists at the exhibition.

Regionally

Profession of a Dental Hygienist has been promoted in the regions since 2009. With support of the Presidents of the Regional Dental Associations, conferences, hands-on, professional championships were organized in:

2010 - Novosibirsk, Tambov, Chelyabinsk.
2011- Tula, Rostov-on-Don, Saratov, Krasnodar, , Oryol, Novosibirsk, Nizhny Novgorod, Saint Petersburg, Belgorod, Khanty-Mansiysk, Chelyabinsk.
2012 — Chelyabinsk, Tolyatti, Oryol, Kazan, Novosibirsk, Krasnodar, Tyumen.

2013 – Kirov, Krasnoyarsk, Omsk, Samara, Volgograd, Nefteyugansk, Kazan, Nizhny Novgorod, Kaliningrad.

Dental practitioners, dental hygienists, directors and health professionals of state and private from dental service providers.

21 professional championships were organized from 2009 to 2012.

Dental hygienists from Yekaterinburg took part in the national program “V krugu semyi” (In the bosom of the family) in December 2012. The participation was organized by Dr. Svetlana Shevchenko, President of the RPSDH, to communicate the importance of oral disease prevention to the public and to promote the profession of a dental hygienist. 5000 informative leaflets were handed out to the participants of “V krugu semyi” film festival.

As priority areas are customized approach to RPSDH members and different level specialists, seminars on dental hygiene were launched in Moscow in 2013. The mission of the seminars is to promote RPSDH events and to lecture on relevant issues, e.g. a large-scale action run together with Johnson&Johnson in Moscow and St. Petersburg clinics to promote oral health. 20000 leaflets with recommendation to visit a dental hygienist were handed out in 20 clinics of the two cities during the action. Activists advised on organization of dental hygiene services in practices and personnel training at the “Dental Salon” exhibition as public demand on preventive dental care increases.

The RPSDH monitors staffing levels of the health centers in Moscow, St. Petersburg, Chelyabinsk, provides consultative assistance and workforce recruitment.

We have collaborated with “Miloserdie” (Mercy) Charitable Foundation since 2011. The first common booth was set up at “Dental Expo”, dental show and exhibition, in September 2012 to draw attention to socially significant projects of the Foundation and RPSDH.
